Bergeron's late TD lifts No. 12 Texas 41-36

STILLWATER, Okla. (AP) -- The reasons to doubt David Ash continue to vanish as he keeps finding ways to lead No. 12 Texas to victory.

Ash threw three touchdown passes to Jaxon Shipley and set up Joe Bergeron's 2-yard touchdown run with 29 seconds left in the Longhorns' 41-36 victory over Oklahoma State on Saturday night.

Ash connected with tight end D.J. Grant for a 29-yard pick up on fourth-and-6 to keep the drive going, and Mike Davis outleaped Justin Gilbert on a 32-yard deep ball to set up Bergeron's winning touchdown.

"He will not be under any more pressure than this, and he couldn't have done this this time last year," said coach Mack Brown, who moved to 7-0 in Stillwater. "He has really grown up. He is the leader of this football team."

J.W. Walsh started in place of injured Oklahoma State quarterback Wes Lunt and threw for 307 yards and two touchdowns.

Joseph Randle added a career-high 199 yards rushing and two touchdowns for the Cowboys, who hung a banner marking last season's Big 12 championship in the east end zone but started their defense of it by coming up short in a wild fourth quarter that featured four lead changes.

The Longhorns had lost at home to OSU each of the past two seasons. Last season, Ash was making his first career start and threw for only 139 yards with two interceptions and no touchdowns in a 38-26 loss.

"That game really haunted me because as a first start, it wasn't the first start that you wanted to have," said Ash, who finished with 304 yards passing and threw his first interception of the season.

"This game kind of means a lot."

D.J. Monroe added a 100-yard kickoff return touchdown as the Longhorns improved to 23-4 in a series in which they have rallied from 28-, 19- and 21-point deficits just since 2004. This was another difficult one for Oklahoma State to take.

Randle lunged in from 2 yards out to put Oklahoma State up 33-28 early in the fourth, only for Texas' potent running game to come alive next. Bergeron also capped that 75-yard drive with a 1-yard touchdown run, as the Longhorns picked up 65 yards on seven carries while moving down the field.

Settling into his starter's role after splitting time with Case McCoy last season, Ash also threw scoring passes of 44 and 20 yards to Shipley in the first half before the pair hooked up for a 7-yard TD on a fade pass in the third quarter to make it 28-20.

"It's something we haven't been able to do in the last couple years, win a tough game like this on the road," Brown said.

The Longhorns had a losing record in Big 12 play each of the past two seasons after winning the conference championship in 2009.

"The only thing that was important for us tonight was to win," Brown said. "We needed to go on the road, we needed to win against a team that had beaten us twice in a row, we needed to win against a team that had won more games than anybody in the Big 12 the last two years and we needed to win at a place where they hadn't lost for the last two years."

Texas had only 29 yards on its first 22 rushing attempts but gained 106 on its last 20 tries during crunch time. Oklahoma State ran for 275 yards but couldn't punch it in its last time in the red zone.

"It comes down to just your will," said Bergeron, who had 48 yards on 15 carries. "It's not the play, it's the player. It comes down to just how you play, not the scheme. It's just how bad you want it. At the end of it, I felt like we just wanted it more."

Walsh threw a 20-yard TD pass to John Goodlett in the third quarter and a 44-yarder to former high-school teammate Josh Stewart in the first half.

"When the coaches draw plays up, we've got to execute them as best we can," Walsh said. "When we do, we're successful. And when we don't, we're not. I think as a whole we played really well tonight."

As personal electronic devices have proliferated in cars, and with the corresponding increase in crashes resulting from motorists trying to drive while using those gadgets, automakers have touted voice control as the solution that will permit drivers to safely text, tweet and update their Facebook pages to inform the world of the amazing fact that they are in the act of driving to work.

The problem with the notion of voice control as a panacea for distraction is that it assumes that attempting to command electronic devices by voice is not distracting. ?It is a great concept, and used in the right way it can work well,? explained Bruce Mehler, a research scientist at the Massachusetts Institute of Technology.

The National Highway Traffic Safety Administration is aware that poorly designed voice interfaces are distracting, so the agency has announced that it will issue rules for automobile voice-command systems in 2014. Until now, no one has determined what kind of system is less distracting and what is more distracting.

MIT researchers are working with Toyota?s Collaborative Safety Research Center in Ann Arbor, Mich. to find the answer to the issue.? Their first goal, according to CSRC senior principal engineer Jim Foley, is to establish the metrics that will measure the workload involved in the operation of a voice-command system.

This project?s overall goal is to produce some concrete information on what works and what doesn?t to help guide the federal rules when they come out.

Researchers will study the motorists while they perform tasks such as changing radio stations. The scientists will monitor the drivers while they are using physical controls and voice control.

The researchers also have a test in which they read off a list of numbers and the driver has to repeat a specific number from the list. Repeating the latest number produces a low strain on the brain. However, asking a driver to repeat the number that precedes the latest number cranks up the load on the brain to ?moderate?; when the driver is asked to recall the number that precedes that number, that results in a high cognitive workload.

This procedure allows researchers to measure the effects of hard work by the brain on driving skills, so when they find voice interface designs that apply a similar load, as demonstrated by the test subjects? heart rates and galvanic skin response, they can predict the deterioration in driving ability that will result.

In a simple reaction time test that takes the average driver about two-thirds of a second to respond under normal conditions, the same driver takes nearly a full second to respond when that motorist is called on to repeat the number before the most recent number read to him. At 60 mph, a car travels 29 feet during that additional third of a second, which underscores the need for quick response times.

Israel: Syrian mortars accidentally land in Golan

BEIRUT (AP) ? Syrian soldiers fought rebels Tuesday in a firefight that killed nine people and sent several mortars sailing across the border into the Israeli-occupied Golan Heights.

The Israeli military said nobody was hurt in the shelling and that the spillover was believed to be accidental. But Israel filed a complaint to the United Nations peacekeeping force that patrols the tense region between Israel and Syria.

Over the course of the 18-month-old uprising against Syrian President Bashar Assad, violence has spilled into neighboring Lebanon, Jordan and Turkey. In July, mortar shells fell about one kilometer (half a mile) from the Golan boundary.

The spillover is among the most worrying developments from the Syria crisis, which has the potential to enflame the entire region.

Activists said Tuesday that the clashes between troops and rebels inside Syria killed at least nine people.

On Tuesday, United Nations Secretary-General Ban Ki-moon demanded international action to stop the war in Syria, telling a somber gathering of world leaders that the 18-month conflict had become "a regional calamity with global ramifications."

"The international community should not look the other way as violence spirals out of control," Ban said.

Also at the United Nations, Secretary of State Hillary Rodham Clinton and the U.N.'s new Syria mediator Lakhdar Brahimi discussed ways to unite Syria's opposition and advance a political transition.

A senior U.S. official said the two discussed new strategies for dealing with the Assad regime. The official demanded anonymity because he was not authorized to speak publicly on the matter.

An Israeli defense official said the military believes Tuesday's incident in the Golan Heights was a mistake and the mortars were not aimed at the Jewish state. It was not the first time shells from Syria exploded in Israel since the uprising began, the official said on condition of anonymity because he is not allowed to brief the media.

There have been concerns in Israel that the long-quiet Israel-Syria frontier area could become a new Islamist front against the Jewish state. Israel captured the Golan Heights from Syria in the 1967 Mideast war and annexed the plateau 14 years later.

Syria and Israel are bitter enemies and have fought several wars, including the 1973 war. Despite the animosity, the border with Syria has been Israel's quietest since then.

The defense official said Israel is concerned that the border region could become as lawless and deadly as Israel's frontier with Egypt's Sinai Peninsula has become since the fall of longtime Egyptian President Hosni Mubarak last year.

The Israeli news site YNet quoted a resident near the border as saying the mortars struck an area filled with apple trees.

"All in all there has been a lot shooting and mortars really close to the border," Dudi Mored, resident of Kibbutz Elrom, an Israeli settlement in the Golan, told Ynet.

Although the uprising against Assad has been an unprecedented challenge to his family's four-decade ruling dynasty, the regime has managed to keep its grip on power. Neither side of the conflict has been able to deal a decisive blow, leading to a grinding and deadly stalemate. Activists estimate that the conflict has killed some 30,000 people since the revolt began in March 2011.

On Tuesday, several bombs went off inside a school in the Syrian capital that activists say was being used by regime forces as a security headquarters. Ambulances rushed to the area and an initial report on state media said seven people were wounded.

An amateur video posted online showed smoke billowing from several spots in an area near a major road. The narrator said: "A series of explosions shake the capital Damascus." The authenticity of the video could not be independently confirmed.

Over the past few months, rebels have increasingly targeted security sites and symbols of regime power, particularly in the main cities of Damascus and Aleppo, in a bid to turn the tide.

In July, a bombing in the heart of Damascus killed four senior security officials including the defense minister and Assad's brother-in-law. Other large blasts have targeted the headquarters of security agencies in the capital, killing scores of people this year.

Abu Hisham al-Shami, an activist based in Damascus, told The Associated Press via Skype that the "Sons of Martyrs School" had recently been turned into a regime security center. He said government forces use the school as a base to fire mortars at rebellious neighborhoods.

State-run television quoted the director of the school, Mohammed Amin Othman, as saying that two bombs exploded inside the school, wounding seven people and causing minor damage. State TV said the bombs were planted by "terrorists," the term the government uses for rebels.

Othman said in a statement carried by the official SANA news agency that no students were at the school at the time of the blast because it does not open until next week. Although the school year started last week in Syria, Othman said the boarding school opens later.

The Britain-based Syrian Observatory for Human Rights said 20 people were wounded, some of them seriously, in several blasts at the school. It said most of the wounded were members of the military.

A worker outside the school, who refused to be identified, said two diesel tankers exploded inside the school compound, wounding at least four people, one of them seriously. He added that the wounded were rushed to nearby hospitals.

He said a thick plume of smoke billowed over the area and fire reached the fifth story of the building. A nearby theater for the school's students was partially damaged and the blast caused its ceiling to collapse.

Also Tuesday, Syrian rebels released Lebanese citizen Awad Ibrahim, who was one of 11 Shiite Muslim pilgrims abducted in May shortly after entering Syria from Turkey on their way to Lebanon, the Lebanese state-run National News Agency reported.

Ibrahim, who crossed into Turkey Tuesday afternoon and expected to fly home later, is the second to be released. The nine others are still being held in northern Syria.

His release came after two Turkish citizens and several Syrians were set free in Beirut after being abducted by Lebanese tribesmen to press for the release of Lebanese. Turkey hosts leading Syrian opposition figures and rebel commanders.

In Jordan, dozens of Syrian refugees angry over harsh living conditions in their desert tent camp clashed with Jordanian police, hurling stones and smashing charity offices and a hospital, officials and refugees said Tuesday.

The rioting late Monday in the Zaatari camp was the worst violence since the facility opened in July near the Jordan-Syria border. More than 25 policemen were injured by stones thrown by the refugees, a police official said.

A Syrian refugee in the camp, Abu Nawras, said police fired tear gas to disperse the protesters who were demanding improved conditions, better food and education for their children.

The camp, which hosts about 32,000 Syrians who fled the civil war at home, has seen smaller protests in the past weeks as refugees mostly complained about snakes and scorpions, and demanded their tents be replaced with trailers so they can better protect themselves from the scorching sun, cold nights and ubiquitous dust.

Hundreds of thousands have fled the chaos in Syria as the uprising against President Bashar Assad turned increasingly violent. Jordan alone has taken in some 200,000 Syrians ? the largest number in the region ? while Turkey, Lebanon and Iraq have taken in the rest.

Tables turn on Spain with pressure to seek bailout

BRUSSELS/MADRID (Reuters) - Spain once pushed hard for Ireland and Portugal to ask for bailouts from their partners in the euro because it was keen to shelter itself from an accelerating sovereign debt crisis.

Now the tables are turned and Madrid is holding back from applying for help, not least because the Spanish government knows all too well what befell its Portuguese and Irish peers once they did seek help -- voters dumped them.

Facing an important regional election on October 21, Prime Minister Mariano Rajoy is in no rush to yield to nervous pleas, from France, Italy and indeed Ireland, that he request a rescue deal that might dampen investors' concerns about their own debt.

Dublin and Lisbon fought shy of EU and IMF help for long months in 2010-11, fuelling turmoil in the bond markets, in forlorn attempts to avoid a humiliating loss of sovereignty and lenders' demands that they draft unpopular budgets.

Now Rajoy, in office for nine months, is doing the reverse of what his Spanish predecessors urged on others, and insisting Madrid may not need help -- at any rate not right now.

Part of the procrastination is down to Rajoy's personality. The dour conservative Gallego from rainy northwestern Spain built his career on digging in his heels and letting everyone else wear themselves out until he decides he's ready to act.

People in Rajoy's homeland, Galicia, are renowned for being noncommittal and answering a question with a question. Meet a Gallego on the stairs, a Spanish saying goes, and it's hard to tell whether he is going up or coming down.

"Rajoy is resistant. That's his life. He prefers to take a bad decision in three months to taking a good one tomorrow," said a former government official from Rajoy's People's Party.

Such is Rajoy's poker-faced ambiguity that even longtime associates cannot tell when he will come off the fence.

This month's offer of potential support from the European Central Bank has eased Spain's borrowing costs somewhat, giving Rajoy a breathing space. Germany, whose voters dislike funding bailouts, has also made clear there should be no rush.

But tension remains, with those leaders most concerned about their own debt levels fretting that Spanish delay could unsettle markets and raise the risks they too may need some form of help.

"Spain was much in favor of moving quickly in the case of Portugal, to cut contagion," said a senior euro zone official, recalling pressure from Madrid in the months before Lisbon finally applied for a bailout program in April.

"It's clear that countries such as France and Italy would like to see a request from Spain coming soon," the official said. "But Germany, for instance, is clearly not in hurry."

CHAIN REACTION

In Portugal, domestic banks played a part in pushing a reluctant government into the arms of the IMF by disclosing that the European Central Bank had urged them not to increase their exposure to Lisbon's debt.

Spain's big banks are starting to play a similar role in pressuring Rajoy.

The government should seek precautionary credit "the sooner the better," Francisco Gonzalez, the influential chairman of giant Spanish bank BBVA, said on Thursday.

Rome and Paris reason that the sooner Spain applies for help, the smaller the damage to investor confidence in the euro zone as a whole and the greater the chance of finally breaking the chain reaction of debt crunches.

Wary of hurting Spanish pride, officials are using diplomatic language to convey the message.

"We have to respect the fact that Europe is made of 27 member states and each of them is sovereign and it is particularly true in the case of an important and proud country like Spain," French Finance Minister Pierre Moscovici said.

"But if at one stage they want something from the European Union, the tools are there," he told Reuters TV last week.

Irish Finance Minister Michael Noonan was slightly more explicit. "I'd like them to set out their position because it hasn't been clear over the summer what their position is," Noonan said ahead of a euro zone finance ministers' meeting in Cyprus on Sept 14-15.

Ireland, which Spain pressed to accept a foreign bailout in late 2010, has its own reasons to want Madrid to follow suit. It is concerned a shaky euro zone debt market will thwart Dublin's hopes of returning to the open market to raise funds next year.

A contrary logic is coming from Berlin, where the government faces an election in a year's time. With public opinion against paying to bail out other states, Germany insists the euro zone rescue funds -- the European Financial Stability Facility (EFSF) and the European Stability Mechanism (ESM) -- are not mere conveniences to provide cheaper funding for governments.

For Germans, the funds are a last resort and as long as Spain can finance itself on the market and yields are relatively stable, albeit high, then using the bailout method to help Spain would be difficult to sell to the German parliament.

Austrian Finance Minister Maria Fekter made that case last week when she said: "The goal is not to get as many countries as possible under a program, but to keep them stable enough so that they do not need a program."

Investors now charge Spain more than one percentage point less in interest for 10-year bonds since the ECB said it could buy potentially unlimited quantities of short-term bonds on the secondary market.

But ECB action is conditional on a Spanish application to the euro zone bailout funds and an agreement to implement fiscal and economic reforms under strict international supervision.

Some investors are counting on Spain asking for a bailout at an EU summit on October 18-19. But several EU officials in Brussels said they expected Rajoy to wait until after a regional election in his home state of Galicia on October 21, when his party has a chance of winning a full majority in the local parliament.

To reduce the stigma of being told how to fix its economy by outsiders, Spain will present a new package of reforms later this week, as well as a budget for 2013.

This could enable Rajoy to apply for a bailout to unlock ECB bond-buying if yields start to rise again while keeping any new conditions to a minimum and reducing political embarrassment. The big question is how long the markets are prepared to wait.

As France's Moscovici said last week: "My impression is that we still have a bit of time."

Texas inmate prepares for 3rd trip to death house

What Cleve Foster remembers most about his recent brushes with death is the steel door, the last one condemned Texas inmates typically walk through before their execution.

"You can't take your eyes off that door," he says.

But twice over the past year and a half, Foster has come within moments of being escorted through the door, only to be told the U.S. Supreme Court had halted his scheduled punishment.

On Tuesday, Foster, 48, is scheduled for yet another trip to the death house for participating in the abduction and slaying of a 30-year-old Sudanese woman, Nyaneur Pal, a decade ago near Fort Worth.

It takes just under an hour to drive west from the Texas Department of Criminal Justice Polunsky Unit, where the state's male death-row inmates are housed, to the Huntsville Unit, where condemned Texas prisoners have been put to death for nearly a century. The last 485 have been by lethal injection; the first 361, from 1924 through 1964, from the electric chair.

On execution day, the condemned inmate waits, usually for about four hours, in a tiny cell a few steps from the steel door to the death chamber.

Foster, a former Army recruiter known to his death row colleagues as "Sarge," denies his role in the murder. Prosecutors say DNA ties him to the killing and that he gave contradictory stories when questioned about Pal's death.

"I did not do it," he insisted recently from a tiny visiting cage outside death row.

Appeals again were pending in the courts, focusing on what his lawyers argued was poor legal help both at his 2004 trial in Fort Worth and by attorneys early in the appeals process. Similar appeals resulted in the three previous reprieves the courts subsequently have lifted, but his lawyers argue his case should get another look because the legal landscape has changed in death penalty cases.

"I don't want to sound vain, but I have confidence in my attorney and confidence in my God," he said. "I can win either way."

Pal's relatives haven't spoken publicly about their experiences of going to the prison to watch Foster die, only to be told the punishment has been delayed. An uncle previously on the witness list didn't return a phone call Friday from The Associated Press.

Foster, however, shared his thoughts of going through the mechanics of facing execution in Texas ? and living to talk about it.

The process shifts into high gear at noon on the scheduled execution day when a four-hour-long visit with friends or relatives ends at the Polunsky Unit outside Livingston.

"That last visit, that's the only thing that bothers me," he said. "The 12 o'clock-hour hits. A dozen or so guards come to escort you."

By Foster's count, it's 111 steps to the prison gate and an area known as the box cage. That's where he's secured to a chair for electronic scrutiny to detect whether he has any metal objects hidden on his body.

It's the legacy of inmate Ponchai Wilkerson. Wilkerson, asked by the warden if he had a final statement after he was strapped to the death chamber gurney for execution in 2000, defiantly spit out a handcuff key he'd concealed in his mouth.

"You're in handcuffs, you're chained at the ankles, they give you cloth shoes and you have to shuffle to keep them on," he said.

As he waddles the 111 steps, he gets acknowledgement from fellow prisoners who tap on the glass of their cells.

At the prison gate, armed officers stand by as he's put in a van and secured to a seat for the roughly 45-mile trip to Huntsville that he says feels like a "90-mph drive." There are no side windows in the back of the van where Foster, accompanied by four officers, rides to the oldest prison in Texas. Only the back doors have windows.

"It's like stepping back in time, dungeons and dragons," he said of entering through two gates at the back of the Huntsville Unit, more commonly known as the Walls Unit because of its 20-foot-high red brick walls.

Prison officials then hustle him into the cell area adjacent to the death chamber.

"Going inside, it's a little spooky. You can tell it's been there a while," he said. "Everything's polished, but still it's real old. You look down the row. History just screams at you.

"It's almost like 'Hotel California,'" he said, referring to the song by The Eagles. "You can check out anytime, but you can't leave."

Both times he's been there, most recently last September, he's been treated "like a human being," Foster said. Officers look at him but don't smile, he said.

At one point, he saw someone walk by with a bulging envelope that he assumed contained the lethal injection drugs.

At 4 p.m., during his first trip to the death house in January 2011, he was served a final meal. He'd asked for several items, including chicken.

"It tasted so good," he said. "It actually had seasoning on it."

Two hours later, at the start of a six-hour window when his execution could be carried out, he received the Supreme Court reprieve.

Since then, inmates no longer get to make a final meal request. Procedures were changed after a state lawmaker complained that condemned inmates were taking advantage of the opportunity and that murder victims never get that chance.

Foster was looking forward to nachos and chicken, the same food served to other inmates the day last year that he made his second trip to the death house, but he never received it. Instead, his attorney tearfully brought him news of another Supreme Court reprieve just before dinner time.

He asked for a doggie bag but was refused. He was put back in the van and returned to death row.

"I've already told the chaplain: Take the phone off the hook before 4 o'clock," he said, anticipating his next trip Tuesday. "I want to get that last meal."

The gathering was tolerated by the regime in an apparent attempt to lend credibility to its claims that it remains open to political reform despite its bloody crackdown on dissent.

A senior former Assad ally, meanwhile, said Iran is providing massive support for the embattled Syrian regime.

"Iranians are active in leading positions in the military," former Syrian Prime Minister Riad Hijab, who defected to the opposition last month, told the German daily Frankfurter Allgemeine Zeitung. "We're not only talking about military aid, but also logistical and economic support" by Iran.

Earlier this month, the top commander of Iran's powerful Revolutionary Guard said the elite unit has high-level advisers in Syria. Iran is also believed to be sending weapons to Syria.

In recent weeks, Assad's military has escalated airstrikes and shelling of civilian areas to put down an uprising that began in March 2011 with peaceful protests but has since devolved into a civil war. Activists say close to 30,000 people have been killed.

Sunday's opposition conference was attended by diplomats from Iran, Russia and China, Assad's main allies. It was likely to be viewed as likely to be viewed as a cosmetic gesture by Syrian rebels and their many backers in the international community.

The loose network of Syrian rebel groups and the political opposition outside Syria believe Assad cannot be trusted to negotiate reform or a peaceful transfer of power, and call for foreign military intervention to break the stalemate in the conflict.

The United States and its allies have refrained from such action, partly because of international divisions over Syria and fears of a wider conflict. The opposition figures who met in Damascus are open to the idea of a political settlement, even though the conflict so far has eluded all attempts at mediation.

Assad's government tightly restricts criticism in areas it controls, and security was tight for Sunday's one-day conference at a Damascus hotel, attended by dozens of people. Streets leading to the hotel were blocked off, plainclothes security agents patrolled the perimeter and participants passed through security checks.

A bomb hidden in a black bag exploded on a footbridge in downtown Damascus, close to the Four Seasons hotel, about a kilometer (under a mile) from where Sunday's opposition conference was held. Two people suffered slight injuries, witnesses said.

Sunday's meeting was organized by the National Coordination Body for Democratic Change in Syria, or NCB, an umbrella for 16 opposition groups with roots in the country.

On Thursday, two senior NCB leaders disappeared after landing at Damascus International Airport, along with a friend who was to pick them up, and the NCB has blamed the regime for the disappearance. The government claimed the three were kidnapped by "terrorist groups," a phrase it uses for rebels.

Despite the incident, the group said participants agreed on the idea of "overthrowing the regime with all its symbols" while emphasizing the need for "peaceful struggle to achieve the goals of the revolution."

"It's our right to meet here in the capital to express our views without being subject to dictates and pressures or to be forced to make concessions," said the NCB's head, Hassan Abdul-Azim, who spent long years in Syrian prisons for his opposition role.

The strong language may be aimed at gaining credibility among Syrians who despise the regime but are weary of civil war.

NCB leaders, most of them traditional leftists, accuse the rebels and the Syrian National Council, a political opposition group based outside Syria, of being beholden to Turkey, which shelters defected Syrian generals and opposition figures, as well as Gulf Arab countries that support the rebels.

The rebels, in turn, accuse the NCB of being cut off from grassroots opposition fighters on the ground. Many rebels look askance at any political plan short of Assad's immediate ouster, seeing it as a play for time.

Ausama Monajed, a Syrian National Council official in exile, said the NCB was letting itself be used for Syrian propaganda purposes.

"Obviously, the regime had a signal to send ... to show that they are open to political dialogue and to sitting with so-called reasonable people," Monajed said. He portrayed the NCB leaders as isolated and lacking support among Syrians.

The statement emerging from Sunday's conference called for an immediate ceasefire accompanied by the full withdrawal of the Syrian army from towns and cities and the release of all political detainees and kidnapped people. This would be followed by the start of negotiations between the opposition and representatives of the Syrian government on a peaceful transition of power, it added.

The scenario outlined by the participants is similar to a six-point peace plan proposed by the former international peace envoy to Syria, Kofi Annan. That plan ended with Annan quitting the post last month after his cease-fire failed to take hold as violence escalated across the country.

Haitham Manna, a Paris-based veteran dissident who heads the external branch of the NCB, said the Syrian uprising was launched from inside Syria and it was "only natural for us to speak on behalf of the revolution from inside Syria."

He said regime change in the country was inevitable.

"This regime is dead in the hearts and minds of all Syrians ... there must be negotiations on a peaceful transition of power," he said in a telephone interview.

The Russian ambassador in Damascus, Azmat Allah Kolmahmedov, praised the conference, calling it a "direct implementation of the process of reforms launched by the Syrian government, including the freedom of expression."
