4 dead in Moscow airliner crash

MOSCOW (AP) ? A passenger airliner careered off the runway at Russia's third-busiest airport and partly onto a highway while landing on Saturday, broke into pieces and caught fire, killing at least four people.

Officials said there were eight people aboard the Tu-204 belonging to Russian airline Red Wings that was flying back from the Czech Republic without passengers to its home at Vnukovo Airport.

Emergency officials said in a televised news conference that four people were killed and another four severely injured when the plane rolled off the runway into a snowy field and partly onto an adjacent highway, then disintegrated. No collisions with vehicles on the major, multilane highway were reported.

The plane's cockpit area was sheared off from the fuselage and a large chunk gashed out near the tail.

The crash occurred amid light snow and winds gusting up to 15 meters a second (30 mph), but other details were not immediately known. A spokesman for Russia's top investigative agency, Vladimir Markin, said initial indications were that pilot error was the cause.

The state news agency RIA Novosti cited an unidentified official at the Russian Aviation Agency as saying another Red Wings Tu-204 had gone off the runway at the international airport in Novosibirsk in Siberia on Dec. 20. The agency said that incident, in which no one was injured, was due to the failure of the plane's engines to go into reverse upon landing and that its brake system malfunctioned.

On Friday, the Aviation Agency sent a directive to the Tupolev company's president calling for it to take urgent preventive measures.

Vnukovo airport spokeswoman Yelena Krylova said it had enough personnel and equipment to keep the runway fully functional Saturday. The airport resumed receiving planes after a break of several hours.

Prior to Saturday's crash, there had been no fatal accidents reported for Tu-204s, which entered commercial service in 1995. The plane is a twin-engine midrange jet with a capacity of about 210 passengers.

Vnukovo, on the southern outskirts of Moscow, is one of the Russian capital's three international airports.

Apart from the former Indian skipper?s accomplishments as a batsman, Saqlain believes that Tendulkar has been a great ambassador of the game as he has had a scandal-free career.

?The world of one day cricket has suffered a huge loss with Sachin Tendulkar?s retirement from one day internationals. There will never be another cricketer like Sachin Tendulkar,? Saqlain expressed. ?He?s been at the top of the game for twenty three years which is simply amazing and the way he has conducted himself throughout his career has been exemplary and a lesson to all young cricketers around the world.??

The former cricketer from Lahore has immense respect for the little-master but understands that every player has to hang his boots one day.

The lifetime risks of cancer from medical radiation may be overemphasized relative to more immediate health risks, according to a new study published online in the journal Radiology.

Radiation exposure from computed tomography (CT) and other medical sources has drawn considerable media attention in recent years. Stories warning of the dangers often focus on the lifetime risk estimates of radiation-induced cancer from repeat examinations. This approach has limitations, said Pari V. Pandharipande, M.D., M.P.H., abdominal and genitourinary imaging specialist at Massachusetts General Hospital and Harvard Medical School in Boston, especially in regard to clinical decision making.

Physicians often order imaging exams to diagnose, treat or monitor life-threatening conditions. The immediate or near-term risk of death from the condition should be taken into account when weighing the benefits of an exam against a potential future risk of radiation-induced cancer from imaging.

"This must be considered when physicians make imaging decisions for their patients, because the timing of risks changes their relevance," Dr. Pandharipande said. "Risks incurred later in life are not the same as those faced in the present. If you had to choose between the chance of incurring a serious risk now or later in life, most people would choose the latter."

Dr. Pandharipande and colleagues recently used CT radiation dose data and mathematical models to better understand the risk-benefit dynamic of medical radiation. They projected outcomes for testicular cancer patients who undergo CT surveillance in the decade after orchiectomy, or removal of the testicle.

"Testicular cancer affects younger men, and patients treated for early-stage cancer receive several CT scans during surveillance," Dr. Pandharipande said. "These patients do very well, but they have a greater risk of radiation-induced cancer later in life."

Based on the results of their analysis, the researchers projected that 33-year-old men with early-stage cancer who undergo CT surveillance incur a slightly higher lifetime mortality risk from testicular cancer compared with potential radiation-induced cancers. Because the testicular cancer risk was more immediate, life expectancy loss attributable to testicular cancer was more than three times greater than life expectancy loss attributable to radiation-induced cancers.

The trends were consistent across all the scenarios studied, and put forth a useful concept to help physicians with decision making.

"Radiation-induced cancer risks, often discussed at the population level, can be challenging to conceptualize and apply to imaging decisions that have to be made at the patient level," Dr. Pandharipande said. "We as physicians can benefit from dedicated educational efforts to improve decision making and better convey the risks to patients."

Although the study focused on testicular cancer patients, concepts pertaining to the timing of radiation-induced cancer risk translate to other scenarios where CT is needed to avert a more immediate health risk, Dr. Pandharipande noted.

Honour for Higgs boson physicist

Physicist Peter Higgs, after whom the Higgs boson particle is named, has been recognised in the New Year Honours.

In the 1960s, Prof Higgs and other physicists proposed a mechanism to explain why the most basic building blocks of the Universe have mass.

The mechanism predicts the existence of a Higgs particle, the discovery of which was claimed this year at the Large Hadron Collider.

Prof Higgs has been made a Companion of Honour.

The recognition confers no title but is restricted to a select group of 65 for achievements in the arts, literature, music, science, politics, industry, or religion.

His discovery announced in July this year of a particle consistent with the Higgs boson immediately led to calls for the 83-year-old to be knighted.

He is now also considered to be a candidate for a Nobel prize, perhaps in conjunction with other physicists who reached similar conclusions at the same time.

Born in Newcastle upon Tyne, Higgs was inspired at school by the work of physicist Paul Dirac, who helped lay the foundations of quantum mechanics and predicted the existence of antimatter.

After obtaining his PhD from King's College London, he held academic positions at the University of Edinburgh and then London before returning to the Edinburgh to lecture at the Tait Institute of Mathematical Physics.

According to one popular version of the story, Prof Higgs came up with the concept during a walk in the Cairngorms. But in an interview earlier this year, he told BBC News that there was no "eureka moment".

The Higgs mechanism explains why the building blocks known as elementary particles have mass. According to the idea, these particles acquire mass through their interaction with a field that permeates space.

The theory predicts the existence of a new particle, which also carries Prof Higgs' name. But six physicists - including Higgs - are now generally credited with the formulation of the concept.

The idea initiated a decades-long effort to detect the particle in experiments. However, it remained elusive until this year, when scientists at the $10bn LHC particle smasher announced that they had found a particle consistent with the Higgs boson.

The probable discovery added a final missing piece to the framework known as the Standard Model, which stands as the most widely accepted theory to explain how particles of matter interact.

At the time of the announcement, Prof Higgs told reporters: "It's very nice to be right sometimes."

He added: "At the beginning I had no idea whether a discovery would be made in my lifetime because we knew so little at the beginning about where this particle might be in mass, and therefore how high an energy machine would have to go before it could be discovered.

"It's been a long wait but it might have been even longer, I might not have been still around."

Shortly after the boson news this year, Edinburgh University, where Higgs is an emeritus professor, announced a new centre that would carry his name. The Higgs Centre for Theoretical Physics will be housed at the university's James Clerk Maxwell Building.

The particle earned a nickname - the "God particle" - supposedly because of its importance to the Standard Model. But Prof Higgs stated that he disliked the term because it "might offend people who are religious".

This week, in an interview with the Spanish newspaper El Mundo, Prof Higgs criticised fellow academic - and staunch atheist - Richard Dawkins for his stance towards religious believers.

Prof Higgs said: "What Dawkins does too often is to concentrate his attack on fundamentalists. But there are many believers who are not fundamentalists. Fundamentalism is another problem. I mean, Dawkins in a way is almost a fundamentalist."

Also honoured are Sue Gibson, professor of chemistry at Imperial College London, who is becomes an OBE; Prof Richard Holdaway, director of RAL Space, which helps co-ordinate civil space activities, who becomes a CBE; and Carol Vivien Robinson, professor of chemistry at the University of Oxford, who is made a Dame.

Iran to move airport after oil found under runway

AFP - Iran plans to relocate an airport in the southwest of the country after discovering oil deposits under its runway, media reported on Saturday.

The National Iranian Oil Company "intends to buy Ahvaz airport due to the existence of oil deposits under the airport's tarmac," the state broadcaster's website quoted Mohammad Rasoulinejad, managing director of the Iranian Airports Company, as saying.

"The government has approved the relocation of the airport," Rasoulinejad said, adding that the new airport will be built 15 kilometres (9 miles) from the city.

He did not give any details about the oil deposits.

Rasoulinejad said that the airport is among "the country's busiest" with some 30 flights per day, adding that relocating it would also enable its much-needed expansion.

The NIOC did not comment on the government's decision.

It took a very special group of people who had the vision and the passion to create and sustain the Rowdy Creek Fish Hatchery on Fred Haight Drive in Smith River.

Rowdy Creek is a private nonprofit hatchery sponsored by the Smith River Kiwanis Club.

The project originated in 1968 with a proposal drawn up by Art Lawn to make sure the Smith River would always provide a lot of salmon and steelhead for fishermen on the river. John Fraser, Chopper and Hank Westbrook, along with fisherman Len Goodwin spearheaded this effort starting in 1970.

John Fraser actually won a seat on the Del Norte County Board of Supervisors in January of ?70. John was able to contact two state senators, Randolph Collier, who represented Del Norte, and Jack Schrade, who represented southern interests.

It proved to be a long, tedious effort as the group?s members flew to 10 different state Fish and Game hearings around the state. Finally with the state senators? support, they received a permit to build and run a hatchery under state Fish and Game guidance. Cash donations were the only source of funding at first, with other donations of material and labor.

Simonson Lumber Company?s Leland Simonson was a contributor in those early days. The Kiwanis Club of Smith River had 15 members in the 1970s, including the key folks that I have recognized.

Another key was the local farmers who donated the old Del Norte Creamery site on Rowdy Creek to the Kiwanis for the hatchery. This was projected to cost $1.2 million for construction of five units, each containing four rearing ponds, 20 by 80 feet, and capable of holding 200,000 salmon fingerlings.

After extensive efforts to raise funds statewide, construction began on the first three units in 1973. By year?s end, a third of the complex was finished and investments in money and labor approached $420,000.

In late 1972, Kiwanis volunteers netted salmon in the river and collected 53,000 eggs from mature female salmon. With fertilization, 90.4 percent of the eggs ?eyed out? or hatched. Mad River Fish Hatchery raised the young fish until they became 6- to 7-inch fingerlings, which were then released in Rowdy Creek in November 1973. In 1974, the group was hard at work to complete a fish ladder, hold pond and egg-taking station by that fall. This structure housed the hatchery office.

The year 1974 was big for fundraising with the Kiwanis of Smith River, Crescent City and Klamath all combining their energy in publicizing the hatchery. Charlie Selig joined Art Lawn in publicizing the hatchery effort nationwide as a learning ?Salmon and Steelhead Capital of the World.?

The Smith River Kiwanis continued to raise money for construction and then operations with pancake breakfasts, a Kiwanis Festival in July, wine-tasting parties and then fishing derbies. On April 17, 1974, the members dropped the old project title and formed a corporation so that contributors would receive tax considerations. It was named Rowdy Creek Fish Hatchery Inc.

In 1988, the board of directors of the hatchery was increased from three to seven members.

In 1993, the hatchery began a policy of marking 100 percent of steelhead fingerlings by cutting off the small adipose fin just forward of the tail on the top side of the fish. When these fish returned from the ocean you could identify their hatchery origin.

After Art Lawn retired, Bob Will became hatchery manager for many years. He previously worked at Mad River Hatchery for state Fish and Game. Bob brought a lot of knowledge to the position.

The current manager is Andrew Van Scoyk, who was hired as a fish culturalist after the closing of the Prairie Creek Hatchery. Andy received his education at Humboldt State University. After Bob Will?s retirement, Andy took over as hatchery manager. This is his 20th year at Rowdy Creek and it?s evident that he loves his job.

Judy Smith, a long-time friend, has worked as office manager at the hatchery for 17 years. Before that she and her husband Sonny, who passed away in 1996, volunteered for 10 years at the hatchery. Judy has been stalwart in her efforts to organize the derbies and make them successful. Kudos to Bob, Andy and Judy for their commitment.

The derbies became a foundation for raising funds for the hatchery. The first steelhead derby was started in 1983 and in 1988 was expanded to two, becoming the Chopper Westbrook and Hank Westbrook derbies. After Chopper was killed in a plane crash in Alaska, Bob and Steven Westbrook helped host all the derbies at Ship Ashore Resort and Recreation Hall. Contractor Mark Warner of Marin County also formed the ?Perc Derby? for several years with proceeds going to the hatchery. A women?s derby was held for a couple of years in late March.

Financier Jim Griggs from Carmel started the only salmon derby in November back in the middle-?80s and drew 20 or so teams each year. Jim and his family were devoted to help Rowdy Creek survive. All of these derbies were a three nights of dinners, drinks and camaraderie and two days of guided fishing on the Chetco and Smith rivers.

The Hank Westbrook Derby hosted Jim Otto, Ray Chester and several other retired Oakland Raiders. They always brought two Raiderettes each year. Dan Brattain also flew up Gen. Chuck Yeager each year to entertain the crowd with great stories.

Another highlight of my experiences with the hatchery and derbies was hosting Bob Treanor, executive director of the California Fish and Game Commission, to fish in six consecutive ?Hank Derbies.?

What a great, small independent fish hatchery Rowdy Creek has been over the years. We will be looking forward to the ?Chopper Derby,? Feb. 21-23, and the ?Hank Derby,? March 7-9, at the Ship Ashore Resort with Steven Westbrook and crew welcoming everyone for some real fun.

Easy Recipes for Crock Pot Ribs - Food

It?s easy to make mouth watering, fall off the bone pork ribs when you?re cooking with a crock pot. Crock pots are perfect for cooking ribs because they cook at such a low temperature over a long time. The covered slow cooker seals in the juices of the meat while it?s cooking. A broiler may be used before or after the slow cooking to achieve a nice sear on the ribs. Here are some quick and easy rib recipes that you can make in your home without the use of a grill.

Slow Cooked Barbecue Ribs

What you need:

? 3 lbs baby back pork ribs
? 1 regular size bottle barbecue sauce (10 -15 oz)
? 1 large onion, sliced
? barbecue rub

What you do:

? Cut ribs into serving size pieces, but small enough to fit in your crockpot. Rub ribs thoroughly with barbecue rub. Broil for 10-15 minutes. Ribs should be nicely seared, but not blackened or charred.

? Put ribs over the onion in a 4-6 quart crock-pot. Pour barbecue sauce over the ribs. Cover and cook on low for 6-9 hours. Ribs should be falling off the bone when done.

Crock Pot Asian Spareribs

What you need:

? 4 lbs pork spareribs
? 3 garlic cloves, minced
? 3/4 c beef broth
? 1/3 c soy sauce
? 1/4 c ketchup
? 1/4 c honey
? 1 medium onion, sliced
? 1 t salt
? 1/2 t black pepper
? red pepper flakes or chili paste per taste (optional)

What you do:

? Place ribs in an airtight container and cover with onions. Combine remaining ingredients in a bowl and mix. Pour mixture over ribs and place in refrigerator for 4-8 hours, turning ribs in marinade at least one time.

? Place ribs under broiler for 10-15 minutes and broil. Ribs should be nicely seared, but not blackened or charred. Add ribs, onion and marinade to the crockpot. Cook on low for 8-10 hours.

? May add some chili paste or red pepper flakes to marinade for a spicier version.

Crock pot or slow cooker heating temperatures may widely vary per model. To ensure proper cooking, make sureyou leave the cover on the crock pot. Removing the cover for even a little bit releases all the heat trapped inside and adds cooking time to your meal.

New technique catalogs lymphoma-linked genetic variations

Dec. 26, 2012 ? As anyone familiar with the X-Men knows, mutants can be either very good or very bad -- or somewhere in between. The same appears true within cancer cells, which may harbor hundreds of mutations that set them apart from other cells in the body; the scientific challenge has been to figure out which mutations are culprits and which are innocent bystanders. Now, researchers at Johns Hopkins Medicine have devised a novel approach to sorting them out: they generated random mutations in a gene associated with lymphoma, tested the proteins produced by the genes to see how they performed, and generated a catalog of mutants with cancer-causing potential.

"Our goal was to correlate various mutations with potential to promote lymphoma," says Joel Pomerantz, Ph.D., an associate professor in the Johns Hopkins School of Medicine's Institute for Cell Engineering. For the study, to be reported in a January 2013 issue of Molecular and Cellular Biology, Pomerantz and his research team focused on the protein CARD11. CARD11 plays a key role in signaling the presence of infection, which leads infection-fighting white blood cells to grow and divide. Certain mutations can turn CARD11 permanently "on," causing out-of-control cell division that results in cancers called lymphomas, which strike about 75,000 Americans each year.

To find out which genetic mutations would increase CARD11's activity, Pomerantz and his team made copies of the CARD11 gene in a way that made random mutations likely. They then used the faulty copies to make mutant proteins, and tested the ability of those proteins to trigger the signaling reaction that is CARD11's specialty. This let the researchers figure out which mutations increased the protein's activity, and by how much -- information that can be compared to emerging data about CARD11 mutations found in human lymphomas. "We found that several of the overactive mutations we'd identified have already been found in patients," Pomerantz says.

Noting that CARD11 is part of the NF-?B signaling pathway, a target of some cancer therapies, Pomerantz says the new cataloging technique could lead to more personalized treatment. "We imagine eventually being able to correlate response to a particular therapy with a particular mutation," he says. For now, Pomerantz and his team are delving deeper into what gives the bad CARD11 mutants their special powers, looking for mechanisms to explain how certain changes increase the protein's activity.

Other authors on the paper are Waipan Chan and Thomas B. Schaffer, both of the Johns Hopkins University School of Medicine.

Tensions hit French Embassy in C. African Republic

BANGUI, Central African Republic (AP) ? Angry protesters carrying clubs threw rocks at the French Embassy in Central African Republic on Wednesday, criticizing the former colonial power for failing to do more to stem a rapid rebel advance as fears grew that the insurgents aim to seize the capital.

The demonstrations began earlier in the day outside the U.S. Embassy before about 100 protesters then took to the French Embassy, carrying pieces of cardboard with messages that read: "No to war! No to France!"

"It's France who colonized us ? they should support us until the end. Unfortunately, they have done nothing. In this case, we are merely asking purely and simply that they leave our country," shouted one young demonstrator in front of the French mission in Bangui.

The protesters then began stopping cars to verify whether any foreign nationals were inside.

"These people have taken down the French flag from its pole and removed it," said Serge Mucetti, the French ambassador to Central African Republic. "They have carried out stone-throwing in the area of the embassy and have broken windows. This kind of behavior is unacceptable."

Air France confirmed Wednesday that its once-a-week flight to Bangui turned back because of protests at the French Embassy. The decision was made independently by Air France, and the French government did not make the request, said an airline spokeswoman, who spoke on condition of anonymity because company policy did not authorize her to speak on the record.

The French foreign ministry did not immediately respond to a request for comment.

U.N. Secretary-General Ban Ki-moon condemned the armed attacks, saying they "gravely undermine the peace agreements in place and the efforts of the international community to consolidate peace" in the country, U.N. spokesman Martin Nesirky said.

The U.N. chief appealed to all parties to refrain from any acts of violence against civilian and to respect human rights, he said.

The secretary-general welcomed the conclusions of the heads of state summit of the Economic Community of the Central African States in Ndjamena, Chad, on Dec. 21 and urged all parties to abide by the decisions "which provide a basis for a peaceful resolution of the dispute," Nesirky said.

But many fear that Bangui, a city of about 600,000 people, could be the scene of a battle between government forces and the rebels. The fighters already have seized at least 10 towns, meeting little resistance from soldiers.

Rebel Col. Djouma Narkoyo said Wednesday that his forces have continued taking towns in recent days because government forces are attacking their positions. But, he insisted via phone: "Our intention is not to take Bangui. We still remain open to dialogue."

Bangui residents were skeptical of the insurgents' intentions.

"We are afraid by what we see happening in our country right now," said Leon Modomale, a civil servant in the capital. "It's as if the rebels are going to arrive in Bangui any moment now because there are too many contradictions in their language."

The rebel advance began earlier this month, with a push by the Union for the Democratic Forces for Unity, known by its French acronym of UFDR. The group signed an April 13, 2007, peace accord, which paved the way for the fighters to join the regular army, but the group's leaders say the deal was never properly implemented.

Central African Republic is a desperately poor, landlocked country that has suffered numerous rebellions since independence from France. Despite the nation's wealth of gold, diamonds, timber and uranium, the government remains perpetually cash-strapped.

U.S. special forces troops have deployed to Central African Republic among other countries in the region in the hunt for Joseph Kony, the fugitive rebel leader of the notorious Lord's Resistance Army.

Hawaii lieutenant governor picked to fill Inouye's Senate seat

HONOLULU (AP) ? Hawaii's lieutenant governor spent time in the morning telling fellow Democrats why he should become the state's next U.S. senator. Hours later, he was hitching a ride to Washington with President Obama to be sworn in as the late Sen. Daniel Inouye's successor.

Gov. Neil Abercrombie appointed Lt. Gov. Brian Schatz to the post Wednesday, going against the dying wishes of Inouye, who wanted U.S. Rep. Colleen Hanabusa to take his place.

Schatz, 40, said his top priorities would be addressing global climate change, preserving federal funds used in Hawaii for things like defense spending and transportation, and getting federal recognition for Native Hawaiians in forming their own government, similar to many Indian tribes across the United States.

Schatz, who ran with Abercrombie for the state's top two offices in 2010, beat out Hanabusa and Esther Kiaaina, a deputy director in the state Department of Land and Natural Resources.

The three candidates were selected by state Democrats Wednesday morning from a field of 14. The candidates briefly made their cases before the state party's central committee, which handing the three top names to the governor.

"No one can fill Sen. Daniel K. Inouye's shoes, but what we want to do today is find the right person to walk in his footsteps," Schatz told the committee.

"I want to be your senator because I believe Hawaii needs seniority, and we need someone who can build it up over decades and decades. And I pledge to you, if I'm given this opportunity and obligation to serve, I will try to make this my life's work and rebuild the tenure that Hawaii so desperately needs," he said.

The White House said Schatz would fly to Washington Wednesday night with Obama, who was returning from his Hawaii Christmas vacation early as Congress considers what to do about the so-called fiscal cliff.

Schatz could be sworn in as early as Thursday, which would make him Hawaii's senior senator. Hawaii's other senator, Daniel Akaka, is retiring at the end of this Congress after 22 years.

Inouye, by far Hawaii's most influential politician and one of the most respected lawmakers in Washington after serving five decades in the Senate, died last week of respiratory complications at the age of 88. He sent Abercrombie a hand-signed letter dated the day he died, saying he would like Hanabusa to succeed him, calling it his "last wish."

Four days after eulogizing Inouye in the courtyard of the Hawaii Capitol, Abercrombie said he had to consider more than just Inouye's wishes in filling his seat.

"Of course Sen. Inouye's views and his wishes were taken into account fully, but the charge of the central committee, and by extension then myself as governor, was to act in the best interests of the party ... the state and the nation," Abercrombie said.

"The law makes explicitly clear, as do the rules of the Democratic Party, that while everyone's voice is heard and everyone's view is taken into account, nonetheless, no one and nothing is preordained."

Under state law, the successor had to come from the same party as the prior incumbent. An Abercrombie spokeswoman said the governor did not feel any political pressure from within his party to make the choice he made.

"While we are very disappointed that it was not honored, it was the governor's decision to make," Jennifer Sabas, Inouye's chief of staff, said in a statement. "We wish Brian Schatz the best of luck."

Selecting Hanabusa, 61, would have required a special election in Hawaii's 1st Congressional District. Last time that happened, Hanabusa lost to Republican Charles Djou because of a winner-take-all format that split votes between Democrats.

Abercrombie said the possibility of a special election was a factor, as well as Hanabusa's "key position" on the House Armed Services Committee. The governor said she was on her way toward establishing a senior position on that panel, and it's important for Hawaii ? with its four-member delegation ? to establish seniority in both chambers.

Schatz will serve until an election is held in 2014. He said he will run for re-election to try to keep the Senate seat until 2016 ? the end of Inouye's original term ? and would run again for Senate in 2016 if given the chance.

"To the people of Hawaii, I can assure you this: I will give every fiber of my being to doing a good job for the state of Hawaii," Schatz told a news conference in Honolulu. "We have a long and perhaps difficult road ahead of us, but we can succeed if we work together. I understand the magnitude of this obligation and this honor, and I won't let you down."

Hanabusa congratulated Schatz in a statement.

"Having served as chair of the Hawaii Senate Judiciary Committee when the succession law was passed, I fully respect the process and the governor's right to appoint a successor," she said.

Last week, when Abercrombie announced he would not seek the seat himself, his spokeswoman Louise Kim McCoy said Abercrombie intends to make his current post as Hawaii governor the last office of his political career.

Inouye would be "very happy" with the choice, Hawaii Democratic Party chairman Dante Carpenter said. Schatz has less experience than some older politicians in the Senate but he will be building seniority, which is "critical" to the state of Hawaii, he said.

"In the words of Sen. Dan Inouye ? invoked more than once ? seniority in the United States Congress is everything," Carpenter said.

Senate Majority Leader Harry Reid had urged Abercrombie to name Inouye's successor before the end of the year. The next Congress begins Jan. 3.

Democratic Rep. Mazie Hirono, D-Hawaii, was elected in November to succeed Akaka.

Schatz is a former state representative and former state Democratic party chairman. He also was a leader of Obama's campaign in Hawaii in 2008.

Even before winning the 2010 general election, Abercrombie expressed faith in Schatz, saying he would put him in charge of attracting more private and federal investment in Hawaii. Other responsibilities included leading the state's clean energy efforts and Asia-Pacific relations.

First in line to replace Schatz as lieutenant governor is Senate President Shan Tsutsui, who said he planned to discuss the prospect with his family before deciding.

Congress Has Outsized Influence Over Obama's Cabinet

Robert Bork's 1987 nomination to the Supreme Court, and the uproar over his ideology that ultimately led to his defeat, forever changed the process by which the Senate confirms judges. In the 25 years that have followed Bork's nomination, the two parties have fought increasingly bitter battles over high court picks in an effort to tilt the third branch of government their way. In 2002, the Oxford English Dictionary added the verb "to bork" -- to systematically defame or vilify a person, especially in the mass media -- to their lexicon.

Now there are signs that amid a growing atmosphere of poisonous partisanship, what happened to Bork, who died last week at the age of 85, is beginning to bleed into fights over other nominees.

In just the past two weeks, President Obama's first choice to head the State Department after Hillary Clinton retires has withdrawn her name from consideration, while the candidate most likely to be named Secretary of Defense is left twisting in the wind, his impending nomination losing momentum fast.

There has long been a general consensus on Capitol Hill that, barring a nominee's significant legal, ethical or moral pothole, a president should be able to run his administration with the personnel he chooses. But as he builds a team for his second term, President Obama has allowed Congress to influence his choices.

While Supreme Court nominees now must undergo all but guaranteed political fights, Cabinet nominees have rarely had to sweat out a close Senate vote. And almost none have had to overcome a filibuster; even arch-conservative Republican John Ashcroft, picked to become George W. Bush's attorney general, avoided a filibuster and won confirmation with just 55 votes. In American history, before Obama took office, only seven Cabinet appointees have been rejected, and another thirteen have been withdrawn before the Senate turned them away.

But the pace is picking up; seven of those unlucky 20 nominees have occurred under Presidents Clinton, Bush and Obama. Clinton tried four times to pick an attorney general after his first choice, Zoe Baird, withdrew just five days after she was nominated; his second and third picks demurred even before they were officially nominated. Anthony Lake, Hershel Gober, Linda Chavez, Bernie Kerik, Bill Richardson and Tom Daschle all pulled the plug on their own nominations.

The increasing frequency of a president's personnel picks who can't win confirmation could be a symptom of an increasingly partisan Senate, where 60 votes are required to overcome more common filibusters, said Sarah Binder, a senior fellow of governance studies at the Brookings Institution and The George Washington University.

"The pattern of challenging would-be nominees is consistent with Republicans' willingness to exploit their procedural rights across the president's agenda," Binder said. "When the parties aren't so polarized, it's easier to find a nominee acceptable to your own party and to some centrist members of the opposition. When the parties polarize, it's not so easy to find acceptable nominees, particularly if senators are willing to flex their parliamentary muscles."

As Clinton prepared to leave her perch in Foggy Bottom, all signs suggested Obama was leaning toward appointing Susan Rice, his ambassador to the United Nations, to take over. But Rice's misinformed comments in the immediate aftermath of the attack on a consulate in Libya that killed Ambassador Christopher Stevens made her a target for Republican senators angry at the administration's handling of the situation. Rice's own abrasive style hurt her relations with those senators -- personal meetings with Sens. John McCain, Lindsey Graham, Kelly Ayotte and even moderate Susan Collins failed to assuage their concerns. After initially defending his potential nominee, Obama ultimately accepted her decision to withdraw from consideration in the face of an almost-certain filibuster.

And with Leon Panetta preparing to leave the Pentagon, Obama appeared set to tap former Sen. Chuck Hagel, the Republican Vietnam veteran who left the Senate in 2008. But Hagel has come under assault for his past comments about what he termed the "Israel lobby" and for his comments about an openly gay nominee he opposed in 1998. But the White House has left Hagel's not-yet-nomination twisting in the wind as President Obama delays a final decision. And the opposition, from gay rights activists and Israel's closest allies in Congress, has gone from a whisper to a roar. A once-certain nomination now looks tenuous at best, and dead in the water at worst.

In both cases, the nominees-in-waiting have come under fire for their ideology and public positions, rather than for any personal sins. Susan Rice does not have an undocumented worker for a nanny, and Chuck Hagel is current on his taxes, as far as anyone can tell.

In both cases, it's not simply Republicans standing in the way of President Obama's nominees. Some on the left began to question Rice's tenure overseeing African affairs during Bill Clinton's administration, a time when the United States stood by while dictators and militias hacked a bloody path through their countries. And the harshest blow to Hagel's potential nomination came Sunday, when New York Democrat Charles Schumer pointedly refused to endorse his old colleague's nomination on NBC's Meet The Press.

And in both cases, a qualified alternative who has his or her own allies in Congress has waited in the wings. With Rice out of the picture, Obama turned to Sen. John Kerry, the Massachusetts Democrat who won praise from McCain, Graham and other colleagues even while Rice looked like the more likely pick. And if Hagel isn't Obama's pick, he would likely turn to Michele Flournoy, the former Undersecretary of Defense for Policy, who has her own fans on Capitol Hill and within the defense and military communities.

Whether by dint of an unwillingness to fight for his nominees, because he has other priorities or because he sees more important fights coming down the pike, President Obama is allowing the personnel moves that will become critical in forming his foreign policy legacy to be influenced -- even decided -- by Congress. But unlike Baird, or Kerik, or Daschle, Rice and Hagel are in trouble for their policy views, not their personal sins. The borking, in other words, is no longer confined to the Supreme Court.

With increasingly clever attempts to commit fraud, bridging loan brokers have to be increasingly vigilant when dealing with new applications. It is very much anticipated that this problem will get worse throughout 2013 and beyond across bridging and other finance sectors.

Overall these types of thefts are widely considered to likely increase throughout 2013, due to the slow economic growth forecast for next year in addition to cut backs made to benefits. This is due to the Government looking for different ways to make cutbacks in order to reduce its expenditure and borrowing. Consequently more people are likely to be tempted by the money that can be obtained by committing frauds and other crimes such as shoplifting, which has also seen a recent increase.

Other information that is easily obtained includes property details such as purchase price, valuation and details of any mortgages secured on the property. Modern day scanners and printers are also helpful and used to create false documents.

The reason why bridging loans are a popular target for the more serious fraudster is because they take advantage of the flexible underwriting criteria offered by the bridging lenders. This flexible approach can mean fewer checks which are designed to make the process of obtaining a bridging loan quicker. With fewer checks there are fewer opportunities for lenders to detect the fraud, making them a popular target.

Other easy targets that are proving to be a significant problem for the banks are credit and debit cards, and there has been a huge rise in the theft of money from accounts as criminals make unauthorised purchases and cash withdrawals using card and payment information that they have obtained.

Similarly insurance fraud costs the insurance industry millions every year. In an effort to fight and deter this crime insurance companies have been increasingly sharing information between themselves and other agencies. They are looking for people who are perhaps making false claims, and look at many factors to help identify insurance fraud. For example insurance investigators will look very carefully at someone who has made an above average amount of insurance claims or someone who is perhaps suffering financial hardship and an insurance claim suddenly being very helpful indeed. This of course is not to say that claims that may tick these boxes are false and fraudulent, it just lets investigators know which claims they should perhaps look especially close at.

More systems like this should be adopted within the bridging loan industry and lenders should share information amongst themselves. For example the team mentioned earlier who carried out a well thought out ?1.5 million attempted fraud, were also in the process of carrying out a similar fraud from another finance provider. Another team of fraudsters successfully stole ?300,000 from another bridging loan provider, but before they managed to do this they used the same plan against another lender and on this occasion failed. A security system operated between the different bridging lenders similar to that used by insurers, could well have prevented this ?300,000 fraud.

Subdued mood on the last holiday shopping weekend

ATLANTA (AP) ? Christmas shoppers thronged malls and pounced on discounts but apparently spent less this year, their spirits dampened by concerns about the economy and the aftermath of shootings and storms.

Talk about more than just the usual job worries to cloud the mood: Confidence among U.S. consumers dipped to its lowest point in December since July amid rising economic worries, according to a monthly index released Friday.

Marshal Cohen, chief research analyst at NPD Inc., a market research firm with a network of analysts at shopping centers nationwide, estimates customer traffic over the weekend was in line with the same time a year ago, but that shoppers seem to be spending less.

"There was this absence of joy for the holiday," Cohen said. "There was no Christmas spirit. There have been just too many distractions."

Shoppers are increasingly worried about the "fiscal cliff" deadline ? the possibility that a stalemate between Congress and the White House over the U.S. budget could trigger a series of tax increases and spending cuts starting Jan. 1

The recent Newtown, Conn., school shooting also dampened shoppers' spirits atop the fall's retail woes after Superstorm Sandy's passage up the East Coast.

The Northeast and Mid-Atlantic, which account for 24 percent of retail sales nationwide, were tripped up by Sandy when the enormous storm clobbered the region in late October, disrupting businesses and households for weeks.

All that spelled glum news for retailers, which can make up to 40 percent of annual sales during November and December. They were counting on the last weekend before Christmas to make up for lost dollars earlier in the season.

The Saturday before Christmas was expected to be the second biggest sales day behind the Friday after Thanksgiving.

After a strong Black Friday weekend, the four-day weekend that starts on Thanksgiving, when sales rose 2.7 percent, the lull that usually follows has been even more pronounced. Sales fell 4.3 percent for the week ended Dec. 15, according to the latest figures from ShopperTrak, which counts foot traffic and its own proprietary sales numbers from 40,000 retail outlets across the country. On Wednesday, ShopperTrak cut its forecast for holiday spending down to 2.5 percent growth to $257.7 billion, from prior expectations of a 3.3 percent rise.

Online, sales rose just 8.4 percent to $48 billion from Oct. 28 through Saturday, according to a measure by MasterCard Advisors' SpendingPulse. That is below the online sales growth of between 15 to 17 percent seen in the prior 18-month period, according to the data service, which tracks all spending across all forms of payment, including cash.

At the malls, overall promotions were up 2 to 3 percent from last year heading into the pre-Christmas weekend, after being down 5 percent earlier in the season, according to BMO Capital Markets sales rack index, which tracks the depth and breadth of discounts.

Attempting to drum up enthusiasm, retailers have expanded hours and stepped up discounts.

At The Garden State Plaza, teen retailer Aeropostale discounted all clothing and accessories by 60 percent. Charles David, Cachet and AnnTaylor had cut prices by 50 percent of all merchandise. At AnnTaylor, racks of discounted clothes had been marked down by an additional 25 percent. One dress, originally priced at $118, was marked down to $49 but with the additional 25 percent, it cost $21.30.

But the deals at the mall failed to impress Wendy McCloskey, 35, of Lebanon, Ind., who started her holiday shopping Sunday at the Castleton Square Mall in Indianapolis. A snow storm that blustered through the Midwest this week delayed her shopping plans, and a busy schedule with her children also got in the way.

"I was so surprised. I figured they'd have better deals," she said.

And at The Garden State Plaza in Paramus, N.J., Linda Fitzgerald said she didn't feel like shopping this season, facing a sister's cancer diagnosis atop worries about the economy and the Connecticut shooting.

"It's so hard to put yourself in the mood," said Linda Fitzgerald, a 51-year-old nurse from Yonkers who went out weekend shopping with her 17-month-old granddaughter in tow.

3 Reasons Google Won&#39;t Offer Car Insurance Comparisons in the ...

The following is a guest column written by Rory Joyce from CoverHound.

Last week Google Advisor made its long-awaited debut in the car insurance vertical ? in the UK. Given Google?s 2011 acquisition of BeatThatQuote.com, a UK comparison site, for 37.7 million pounds ($ 61.5 million US), it comes as little surprise that the company chose to enter the UK ahead of other markets. While some might suspect Google?s foray into the UK market is merely a trial balloon, and that an entrance into the US market is inevitable, I certainly wouldn?t hold my breath.

Here are three reasons Google will not be offering an insurance comparison product anytime soon in the US market:

1) High Opportunity Cost

Finance and insurance is the number one revenue ? generating advertising vertical for Google, totaling $ 4 billion in 2011. While some of that $ 4 billion is made up of products like health insurance, life insurance and credit cards, the largest segment within the vertical is undoubtedly car insurance. The top 3 advertisers in the vertical as a whole are US carriers ? State Farm, Progressive and Geico ? spending a combined sum of $ 110 million in 2011.

The keyword landscape for the car insurance vertical is relatively dense. A vast majority of searches occur across 10-20 generic terms (ie ? ?car insurance,? ?auto insurance,? ?cheap auto insurance,? ?auto insurance quotes,? etc). This is an important point because it helps explain the relatively high market CPC of car insurance keywords versus other verticals. All of the major advertisers are in the auction for a large majority of searches, resulting in higher prices. The top spot for head term searches can reach CPCs well over $ 40. The overall average revenue/click for Google is probably somewhere around $ 30. Having run run similar experiments with carrier click listing ads using SEM traffic, I can confidently assume that the click velocity (clicks per clicker) is around 1.5. So the average revenue per searcher who clicks is probably somewhere around $ 45 for Google.

Now, let?s speculate on Google?s potential revenues from advertisers in a comparison environment. Carriers? marketing allowable is approximately $ 250 per new policy. When structuring pay-for-performance pricing deep in the funnel (or on a sold-policy basis), carriers are unlikely to stray from those fundamentals. In a fluid marketplace higher in the funnel (i.e.? Adwords PPC), they very often are managing to a marginal cost per policy that far exceeds even $ 500 (see $ 40 CPCs). While it may seem like irrational behavior, there are two reasons they are able to get away with this:

a) They are managing to an overall average cost per policy, meaning all direct response marketing channels benefit from ?free,? or unattributable sales. With mega-brands like Geico, this can be a huge factor.

b) There are pressures to meet sales goals at all costs. Google presents the highest intent of any marketing channel available to insurance marketers. If marketers need to move the needle in a hurry, this is where they spend.

Regardless of how Google actually structures the pricing, the conversion point will be much more efficient for the consumer since they will be armed with rates and thus there will be less conversion velocity for Google. The net-net here is a much more efficient marketplace, and one where Google can expect average revenue to be about $ 250 per sold policy.

How does this match up against the $ 45 unit revenue they would significantly cannibalize? The most optimized and competitive carriers can convert as high as 10% of clicks into sales. Since Google would be presenting multiple policies we can expect that in a fully optimized state, they may see 50% higher conversion and thus 15% of clicks into sales. Here is a summary of the math:

With the Advisor product, in an optimized state, Google will make about $ 37.50 ($ 250 x .15) per clicker. Each cannibalized lead will thus cost Google $ 7.50 of unit revenue ($ 45 ? $ 37.50). Given the dearth of compelling comparison options in insurance (that can afford AdWords), consumers would definitely be intrigued and so one can assume the penetration/cannibalization would be significant.

Of course there are other impacts to consider: How would this affect competition and average revenue for non-cannibalized clicks? Will responders to Advisor be incremental and therefore have zero opportunity cost?

2) Advisor Has Poor Traction in Other Verticals

Over the past couple of years, Google has rolled out its Advisor product in several verticals including: personal banking, mortgage, and flight search.

We know that at least mortgage didn?t work out very well. Rolled out in early 2011, it was not even a year before Google apparently shut the service down in January of 2012.

I personally don?t have a good grasp on the Mortgage vertical so I had a chat with a high-ranking executive at a leading mortgage site, an active AdWords advertiser. In talking to him it became clear that there were actually quite a bit of similarities between mortgage and insurance as it relates to Google including:

  1. Both industries are highly regulated in the US, at the state level.
  2. Both verticals are competitive and lucrative. CPCs in mortgage can exceed $ 40.
  3. Like insurance, Google tested Advisor in the UK market first.

Hoping he could serve as my crystal ball for insurance, I asked, ?So why did Advisor for Mortgage fail?? His response was, ?The chief issue was that the opportunity cost was unsustainably high. Google needed to be as or more efficient than direct marketers who had been doing this for years. They underestimated this learning curve and ultimately couldn?t sustain the lost revenue as a result of click cannibalization.?

Google better be sure it has a good understanding of the US insurance market before entering, or else history will repeat itself, which brings me to my next point?

3) They Don?t Yet Have Expertise

Let?s quickly review some key differences between the UK and US insurance markets:

  1. Approximately 80% of car insurance is purchased through comparison sites in the UK vs under 5% in the US.
  2. There is one very business-friendly pricing regulatory body in the UK versus state-level, sometimes aggressive, regulation in the US.
  3. The UK is an efficient market for consumers, the US is not. This means margins are tighter for UK advertisers, as evidenced by the fact that CPCs in the UK are about a third of what they are in the US.

As you can see, these markets are completely different animals. Despite the seemingly low barriers for entry in the UK, Google still felt compelled to acquire BeatThatQuote to better understand the market. Yet, it still took them a year and a half post acquisition before they launched Advisor.

I spoke with an executive at a top-tier UK insurance comparison site earlier this week about Google?s entry. He mentioned that Google wanted to acquire a UK entity primarily for its general knowledge of the market, technology, and infrastructure (API integrations). He said, ?Given [Google?s] objectives, it didn?t make sense for them to acquire a top tier site (ie ? gocompare, comparethemarket, moneysupermarket, confused) so they acquired BeatThatQuote, which was unknown to most consumers but had the infrastructure in place for Google to test the market effectively.?

It?s very unlikely BeatThatQuote will be of much use for the US market. Google will need to build its product from the ground up. Beyond accruing the knowledge of a very complex, and nuanced market, they will need to acquire or build out the infrastructure. In the US there are no public rate APIs for insurance carriers; very few insurance comparison sites actually publish instant, accurate, real-time rates. Google will need to understand and navigate its way to the rates (though it?s not impossible). It will take some time to get carriers comfortable and then of course build out the technology. Insurance carriers, like most financial service companies, can be painfully slow.

Conclusion

I do believe Google will do something with insurance at some point in the US. Of the various challenges the company currently faces, I believe the high opportunity cost is the toughest to overcome. However, the market will shift. As true insurance comparison options continue to mature, consumers will be searching exclusively for comparison sites (see travel), and carriers will no longer be able to effectively compete at the scale they are now ? driving down the market for CPCs and thus lowering the opportunity cost.

This opportunity cost is much lower however for other search engines where average car insurance CPC?s are lower. If I am Microsoft or Yahoo, I am seriously considering using my valuable real estate to promote something worthwhile in insurance. There is currently a big void for consumers as it relates to shopping for insurance. A rival search engine can instantly differentiate themselves from Google overnight in one of the biggest verticals. This may be one of their best opportunities to regain some market share.
